BENSON CHALLENGES JOHNSON TO DEBATE
The full text of the letter sent to Ruth Johnson's campaign follows:
"August 30, 2010
Ms. Ruth Johnson
Republican Candidate, Michigan Secretary of State
5770 S. Main Street, Suite D
Clarkston, MI 48346
Dear Ms. Johnson,
As you know, Michigan’s next Secretary of State must address many critical challenges to our state in the coming four years. The Secretary has a high calling: to serve as the chief advocate for voters and guardian of Michigan’s democratic process, while working to ensure that the office at the front lines of state government operates with the highest commitment to customer service and efficiency.
I believe it is vital that Michigan citizens have a clear understanding of the immense importance of this office and the urgent reforms that are needed when they make their choice on November 2nd.
Toward that end, I ask you to join me in three public debates over the next several weeks. Please contact David Baker Lewis (313-961-2550), who will represent our campaign in negotiating the details of these events. I ask that you contact David no later than Wednesday, September 1st to accept this challenge and begin making plans.
I am certain you will welcome this opportunity to discuss the many vital issues facing Michigan’s next Secretary of State and I look forward to hearing from you.
Sincerely,
Jocelyn Benson
Democratic Candidate, Michigan Secretary of State"

BENSON STATEMENT ON TEA PARTY BALLOT ISSUE
Supports Investigation and Prosecution of Any Wrong-Doing
Detroit – Democratic candidate Jocelyn Benson said today, “As an election law expert and now as a candidate for Secretary of State, I have long stood against deceptive practices in the election process. Allegations that persons may have unlawfully attempted to place Tea Party candidates on the November ballot should be thoroughly investigated and if necessary, those persons should be prosecuted to the fullest extent of the law. I am particularly saddened that one of my former staff members may have been connected to this effort. I strongly oppose this kind of deception. As I have discussed with Michigan citizens nearly every day for the past several months, they deserve a Secretary of State who will take an Oath of Non-partisanship, as I have, and be a neutral judge of the election process.”

Fee continues to hurt the pocket books of Michigan residents
Detroit – Democratic candidate for Secretary of State, Jocelyn Benson announced her plan to eliminate the notorious driver responsibility fee today. The Secretary of State is primarily responsible for collecting the fee, which has been widely criticized by judges, legislators, and taxpayers. “The driver responsibility fee is a discriminatory and oppressive fee that has harmed residents throughout our state,” Benson declared today. “From Cheboygan, to Charlevoix, to Muskegon to Detroit, I’ve heard painful stories of residents losing their jobs as a result of this fee,” said Benson. “As Secretary of State, I pledge to do everything within my authority to eliminate these fees and work to develop cost saving solutions to absorb lost revenue,” said Benson.
Upon taking office, Benson intends to hold administrative hearings throughout the state to evaluate the impact of the fee and work with citizens to build a strategy to either eliminate the fee. “As Secretary of State, I will collaborate with the state legislature and community leaders to create a solution that best works for everyone. It will be my priority to eliminate the fee, and put an end to the economic strain of this unfair tax,” said Benson.
State Senate Candidate and former State Representative Steve Bieda pledged to support Benson’s plan and, if elected in November, support legislation to eliminate the fee. “I have known Jocelyn for many years, and she has always been a tireless advocate for working families. I look forward to working with her and my future colleagues in the legislature to overturn this terrible fee,” said Bieda. Representative Bieda was an active opponent of the legislation when he served as a state representative during the time that the law was enacted in 2003.
The driver responsibility fee was instituted in 2004 to encourage drivers to operate more responsibly and help eradicate the state’s budget deficit, but instead, since passage of the fee the number of drivers with suspended licenses has increased more than 40% and a 26% increase in the number of people fleeing the scene of accidents. “This legislation has not accomplished its goals and must be replaced with more effective solutions for protecting the safety of our roads and drivers,” Benson said. “Other programs, such as requiring bad drivers to attend classes to improve their habits, are much more effective to accomplish these goals.”
Benson emphasized, “The bottom line is that we can not afford to build our budget on the backs on Michigan’s hard working families. I look forward to working with the incoming state legislature to eliminate this unfair tax once and for all.”

JOCELYN BENSON LAYS OUT PLAN FOR IMPROVED CUSTOMER SERVICE AT SECRETARY OF STATE
BRANCH OFFICES
Top to Bottom Review is Necessary to Better Serve Residents
Detroit - Jocelyn Benson laid out her recommendations for Secretary of State branch offices closures and introduced creative methods for improved customer service today. “With income levels falling and unemployment on the rise, we all are struggling to do a lot more with a lot less. But that shouldn’t lead automatically to the arbitrary closure of branch offices, without any consideration of or collaboration with the residents who will be hit hardest by the closures,” said Benson. “Additionally, as I travel the state, constituents have made it very clear that they are ready for improved services, office hours that support hard working families, and shorter wait times,” said Benson.
After successfully keeping a branch office open in Buena Vista Township, Benson understands the importance of branch office locations in under-served communities. “One of my first acts as Secretary of State will be to perform a “top to bottom” review of all branch office closures in recent years. I will work with local residents to develop creative ways to redeliver critical state services to the areas that have recently lost access. We will develop mobile branch offices that can deliver services directly to our state’s elderly or other residents in need. Or we will seek to partner with other state agencies, or local governments, to share costs and resources,” said Benson.
Benson calls for creative solutions to deliver services that fit the needs of branch office customers. In her plan, Benson will allow customers to “call ahead and skip the wait”, which will enable them to make appointments by going online or calling branch offices. Benson also advocates for posting local job openings and provide information and paperwork for residents to open their own business. “During these difficult economic times, I want to make a visit to the Secretary of State’s office as seamless and convenient as possible.”
“These and other reforms can reinvigorate how we deliver state services to Michigan residents, and ensure that we’re helping them do more with less. I firmly believe that residents deserve a Secretary of State that’s accountable to them,” said Benson. “I pledge to work hard for hard working families.”

BAY COUNTY YOUNG DEMOCRATS UNANIMOUSLY ENDORSE JOCELYN BENSON FOR SECRETARY OF
STATE
Bay City, MI - During their monthly meeting, the Bay County Young Democrats unanimously voted to endorse Secretary of State candidate Jocelyn Benson.
The BCYD’s are proud to support Jocelyn Benson to be Michigan’s next Secretary of State. Jocelyn has dedicated her life to working for fair and efficient elections. She currently works as an Election Law professor at Wayne State University Law School. As our next Secretary of State, Jocelyn Benson will be an advocate for fairness, access and integrity in Michigan’s electoral system.
If elected Jocelyn Benson will work hard to:
- Investigate Campaign Finance Violations, Fraud, and Deceptive Practices: Jocelyn Benson will use the powers of the office of Secretary of State to vigorously uphold election and campaign finance law, while working to protect voters from intimidation and minimizing Election Day administrative errors.
- Improve access to branch office services: As Secretary of State, Jocelyn Benson will ensure that all SOS branches accept credit cards, create “one-stop service centers” through partnership with existing state offices, and address the negative impact of recent branch office closings throughout our state.
- Improve access to elections and protect the integrity of the democratic process: Jocelyn Benson will work toward modernizing our state’s system of voter registration, advocate for the increased use of early and no reason absentee voting, and uniformly enforce campaign finance and election laws, regardless of political affiliation.
- Promote Uniformity and Fairness in Drivers Safety and Licensing: Jocelyn Benson will modernize and update the state’s drivers education curriculum, explore the possibility of multi-year license plates – saving citizens hundreds of dollars per year, and ensure accuracy and transparency in the charging of all licensing fees.
Benson was endorsed by the Michigan Democratic Party, during their special Endorsement Convention, which took place in April.
The BCYD’s Chairman, Spencer Tobias, feels that the current Secretary of State’s office has not been addressing the needs of the people of Michigan. He believes Jocelyn Benson will restore the trust and improve efficiency of the office.
“We need a leader who will stand up and promote fairness in the election process and with her record as an election lawyer and advocate, she is the clear choice to be Michigan’s chief election officer,” said Tobias.
Membership in the Bay County Young Democrats is open to anyone age 15 to 35 and is not contingent upon joining the state or local party. Additionally, the group welcomes members from neighboring counties and also welcomes students who reside in the area only part-time. Its meetings are held on the last Monday of each month at 7:30 PM. Meeting location, membership and any further information can be acquired by emailing youngdems@baycountydems.org.

TEAMSTERS UNION ENDORSES JOCELYN BENSON FOR 2010 SECRETARY OF STATE RACE
DETROIT – Another leading labor union has endorsed national election law expert Jocelyn Benson for Michigan Secretary of State, calling her a “champion for voters’ rights who has built a career fighting to protect the integrity of the Democratic process.” The Michigan Teamsters Joint Council #43 have endorsed Benson, a Wayne State University assistant professor of law who is seeking the democratic nomination for Michigan Secretary of State, because of her commitment to fairness, access, transparency, and accountability.
“We believe Jocelyn Benson represents the best choice for Michigan Secretary of State. She has a long history and track record of working to protect the votes of citizens across Michigan and the nation, delivering on the promise of counting every vote,” said Bill Black, Political and Legislative Director of Michigan Teamsters Joint Council #43. “Her commitment to the issues important to our members – eliminating the drivers responsibility fee, reforming government, and fairly enforcing campaign finance and election law – is the major reason why we believe she will be a fantastic Secretary of State.”
The Michigan Teamsters Joint Council #43 represents more than 90,000 members and retirees throughout the state. They join several other of Michigan's labor unions in endorsing Benson, including the Michigan Building and Construction Trades Council, AFT Michigan, the American Federation of Government Employees, and the Utility Workers Union of America.
“The working men and women of our state deserve a strong advocate in our Secretary of State’s office, and I fully intend to be that ally,” Benson said. “Earning the support and endorsement of the Michigan Teamsters will be instrumental in ensuring that we are running a strong campaign that will represent and be responsive to citizens from all walks of life. We are truly honored by their confidence and endorsement of our effort.”
Prior to attending law school at Harvard, Benson lived in Montgomery, Alabama, the cradle of the Civil Rights Movement. She worked for the Southern Poverty Law Center as an investigative journalist, researching hate organizations. That work instilled her with a sense of responsibility for continuing the work of the voting rights advocates who risked their lives in Selma, Alabama, in order to ensure the one person, one vote promise in the Constitution became a reality.
In 2007, Benson worked with several groups to successfully block the closure of a Secretary of State branch office in Buena Vista Township, Michigan. Based on her advocacy, the U.S. Department of Justice concluded that the closure of the office would violate the Voting Rights Act.
Prior to her appointment as a Professor, Benson served as a law clerk to the Honorable Damon J. Keith on the U.S. Court of Appeals for the Sixth Circuit. From 2002 to 2004, she served as the Voting Rights Policy Coordinator of the Harvard Civil Rights Project, where she worked on the passage of the federal Help America Vote Act.
In March 2010, Benson’s book, Democracy and the State Secretary of State, will be published. The book highlights best practices of Secretaries from throughout the country and seeks to inform voters about how Secretaries of State from either side of the political spectrum can work to advance democracy and election reform.

SECRETARY OF STATE CANDIDATE JOCELYN BENSON RAISES MORE THAN $227,000 FOR CAMPAIGN IN 2009
Benson Received Most Donations Of Any First Time Secretary of State Office Seeker In State History, Most Money Still Cash On Hand
DETROIT – Wayne State University law professor and 2010 candidate for Michigan Secretary of State Jocelyn Benson will report to the state on February 1 that her campaign raised an unprecedented $227,000 in 2009, more than any non-incumbent candidate seeking the office at this point in the election cycle in state history.
“I am so honored that more than 1,200 individuals have already enthusiastically invested in our campaign for Michigan Secretary of State,” Benson said Wednesday. “It means even more during these difficult economic times, and it is humbling that so many people are willing to place their faith in our effort. This is a clear signal that we are building a new type of campaign, and that voters across the state want real leadership in Lansing. I know – and they know – that together we can bring reform and innovation to the office of Secretary of State.”
Even more notably, reports will show that of the $227,000 raised in 2009, more than 91 percent of her total – or $207,000 – represents Benson’s cash on hand available for campaign expenditures this year, making her a formidable candidate who values fiscal discipline as part of her overall electoral effort. In-kind donations to the Benson campaign increased the total, bringing the amount raised in 2009 to close to $250,000. Contributions came from 50 different Michigan counties.
“I am also very proud that while working hard to shatter our year-end goals for fundraising, we kept our costs extremely low – demonstrating a fiscal discipline that voters can expect me to replicate as our state’s next Secretary of State,” Benson said. “Our team of more than 70 county and local coordinators has worked tirelessly to engage voters across our state in developing our plan to make government work better for all citizens. But make no mistake, our work has just begun, and we will continue to work vigorously and build a broad base of support throughout Michigan.”

CONGRESSMAN JOHN CONYERS ENDORSES JOCELYN BENSON FOR 2010 SECRETARY OF STATE RACE
DETROIT – Michigan Congressman John Conyers (D-Detroit) today endorsed Wayne State University professor and national election law expert Jocelyn Benson for Michigan Secretary of State, citing Benson’s impeccable qualifications and leadership ability as reasons to support her electoral bid.
“Jocelyn Benson has an unquenchable commitment and tireless passion for election reform that will benefit millions of Michigan citizens when she is elected Michigan Secretary of State,” Conyers said. “Her dedication to making true improvements to the office and working to ensure that every vote is counted in our state represents the real change we need in Lansing.”
Conyers, the nation’s longest-serving African-American Congressman and chairman of the House Judiciary Committee, said Benson’s efforts to reach out to voters throughout the state is reminiscent of another Democratic Secretary of State – Richard H. Austin.
“Not since Richard Austin have we had such a vocal proponent of both election reform and Secretary of State business office improvements that will make it much easier for all citizens to utilize its services seamlessly,” Conyers said. “I am proud to have such a qualified candidate willing to step up and represent the Democratic Party in 2010.”
Benson said she was honored to have Conyers’ support.
“I am absolutely humbled to have received Congressman Conyers endorsement for Michigan Secretary of State,” Benson said in response to Mr. Conyers’ endorsement. “His confidence in our campaign energizes me to work even harder to secure the trust of voters everywhere, and I vow not to let him down.”

GOVERNMENT EMPLOYEES UNION ENDORSES JOCELYN BENSON FOR 2010 SECRETARY OF STATE RACE
Citing her passion for voter rights, the American Federation of Government Employees (AFGE) has officially endorsed Jocelyn Benson for the 2010 race for Michigan Secretary of State.
The union – which represents more than 7,000 AFGE members in Michigan – endorsed Benson because of her background as an election law expert, educator, author, and voting rights advocate, said Joe Dolan, AFGE national representative.
“(Your experience) clearly sets you apart from the rest of the field, giving you a unique perspective to ensure that all voters have an opportunity to participate in one of our most sacred rights as Americans – the right to vote,” Dolan said in a letter to Benson.
“I am humbled to have received the support of an organization that represents tens of thousands of incredible public servants around our nation,” Benson said. “The AFGE knows the importance of ensuring that all of our citizens have unfettered access to the polls, and I will work tirelessly to ensure that their faith in me is honored and respected.”
Dolan also cited Benson’s work in developing the first nationwide Voter Protection Program, stating that it “has given you the insight and knowledge required to protect voters from fraud and deceptive practices. Your subsequent election protection efforts in Michigan…has uniquely positioned you as the most experienced and knowledgeable candidate on a myriad of voting rights issues facing voters in this state.”
Further, AFGE believes Jocelyn Benson’s “vision to make Michigan a leader in accessible voting, to be a strong advocate for government reform, to fairly enforce campaign finance and election law violations, and to protect the rights of all voters, will all contribute to your long-time goal of protecting the integrity of the election process and making government more responsive.”

JUSTICE CAUCUS ENDORSES JOCELYN BENSON FOR 2010 SECRETARY OF STATE RACE
DETROIT – The Justice Caucus, the progressive caucus of the Michigan Democratic Party with more than 2,000 members statewide, has endorsed the nomination of nationally-renowned election law expert Jocelyn Benson as the Michigan Democratic Party’s candidate for Secretary of State in 2010.
”If nominated and elected, Jocelyn Benson will be the most prepared and qualified person ever elected Secretary of State in Michigan,” said Paul Stevenson, Administrative Co-Chair of the Justice Caucus.
”This is the earliest endorsement the Justice Caucus has ever made, and for good reason,” Stevenson said. “Jocelyn Benson is exceptional. A professor at the Wayne State University Law School, Ms. Benson is a nationally respected expert in the most important part of the Secretary’s of State job: that is, to protect every citizen’s right to vote, ensure fair elections and strictly enforce Michigan’s campaign finance laws.”
“Though she teaches election law, she has an abundance of real life experience outside the classroom. Benson created the first nationwide Election Protection program for the Democratic National Committee. She recruited and trained voter protection coordinators in 21 states, resulting in the deployment of more than 17,000 well trained election law lawyers.”
Stevenson added that Benson has a deep commitment to every person’s right to vote. “Her work with the Southern Poverty Law Center informs her vision to ensure that our Constitution’s promise of one person – one vote is a continuing reality.”
”At a time when some unscrupulous Republicans propose to use foreclosure lists to challenge a person’s right to vote, Jocelyn Benson will vigorously protect innocent victims of our economic downturn from being denied their most basic right as a citizen,” Stevenson said.
“Michigan’s people will also benefit by Benson’s curious mind and work ethic. She is open to new ideas and constantly seeks better ways for the Secretary of State to serve the public. Benson is the only candidate who has interviewed nearly every Secretary of State in the country, from both sides of the political spectrum. She is investigating ways to identify and develop best practices for secretaries of state to promote democracy, election reform and efficient government service.”
“Not only is Benson exceptionally qualified for the job, she is an outstanding candidate. She has enormous understanding of grassroots politics and proven fund raising ability.” Stevenson said. “She will be an asset to Democratic candidates up and down the ticket and a gift to the people of Michigan.”
Stevenson concluded: “Michigan Democratic Party (MDP) Rules give every person who will be 18 years old on or before Election Day in November 2010 and a member of the party for at least 30 days before the August, 2010 State Convention the right to vote as a delegate on nominations for Secretary of State, Attorney General and Supreme Court. Sabaugh, the Michigan Democratic Party’s candidate for Secretary of State in 2006, said she endorsed Benson as “the best choice to champion voter’s rights, prevent fraud, and modernize the office. Jocelyn Benson is an election law attorney with experience in and out of the courtroom. (Benson) is old enough to know what’s right and young enough to do it.”
Benson said she was “deeply honored” by Sabaugh’s endorsement and would work to again make the state a national model for elections management.
“I am in complete agreement with Clerk Sabaugh that we should again be as proud of our leadership in protecting voting rights as we are of our leadership in protecting the Great Lakes,” Benson said. “I am thrilled to receive her endorsement and will work to reach out to other clerks and continue to promote election reform that benefits all our state’s registered voters.”
In her endorsement letter, Sabaugh also took aim at Republican legislators in the State Senate for blocking important voter reforms that would ensure equal access to the polls for all registered voters.
“Jocelyn Benson is not part of the Michigan Senate GOP Leadership that has blocked reform for years,” Sabaugh said. “She will be a fresh voice in Lansing to champion voter’s rights, prevent fraud, and modernize the (Secretary of State’s) office.”
